Definition: A network-based approach in the industrial development process through organizing a collection of small industrial enterprises with declining productive and service yields in specific chain-linked fields and orientations – in defined special areas – industrial parks and hubs – by connecting them to larger domestic and foreign industries and external markets on one hand; and constructive communication between research-academic units with industrial units on the other hand, relying on established social capital in different geographical areas.
